Oh boy. Since you want to play that way, review a few things.
Topic #1
'Fight or Flight,' versus active problem solving!
If you want to use the 'Fight or flight' excuse, then accept one thing that comes along with it: tunnel vision. Tunnel vision means focusing on the most immediate solution to the most immediate/threatening issue. As such, if you are being aimed at with a weapon, and you want to pull the "I was acting under 'fight' instinct," then you better make sure that your solution is a physical assault against the assailant. Anything else, an untrained individual may not be able to notice (even things you have in your possession, you may forget about). And this will most likely end in your death.
Active problem solving during high stress situations is trainable, yes. Combatants are drilled to see outside of the tunnel, in order to achieve this. This training takes time. And requires a specific background.
Topic #2
'The Aftershock'
Okay, soooo... You've survived a high stress situation with aggressive action. What now? Exactly.
While the body is capable of surviving such things, the mind is a bit more fragile. And even the body can be diminished (you gain a lot of strength due to chemicals, increased blood circulation, etcetera, however, your muscles are not meant to sustain this level of stress, and will showcase after effects later on).
The main point is PTSD - post-traumatic stress disorder. People gain it from less stressful situations than being held up by someone with intent to kill, for example, from being arrested by police during a raid. You can do a lot of things in the spur of the moment, but afterwards, your mind ought to be a mess, again, unless you have training.

The sort of point was that in a lot of situations presented, your dead no matter what, due to our lack of varying speeds or strengths being all set to the same standard. If this was like....Morrowind, then flight would probably be a better option for some.

Here's something that is never mentioned: A character's background shapes how they respond with the fight or flight response.
Example: My character Brenna Noton grew up in hard situations. Fighting other kids for a scrap of food, or just because one of 'em had the nerve to make fun of how much more ragged and worn out your clothes were compared to them... That's something she grew up exposed to.Hers was a life lived somewhere gritty, urban and impure, where childhood innocence was only a shield until the first time you met someone in a gang, saw a robot hooker go by or accidentally happened upon a drug deal. As a result, general 'lowlives' such as a single armed robber, a drug addict, someone committing assault or defacing the station, don't frighten her. It's business as usual. However, an armed group of robbers, a well-armored commando, or a drug addict who's got the munchies for human flesh, as well as supernatural things or homicidal artificial intelligence will spook her, instigating the fearful reaction.
In comparison, my character Issac Rosensteel led a mundane, slightly cushy life - he went through med school and all that. He was never particularly popular but not a social outcast either - just kind of 'there'. He's timid, he's shy and if you say BOO! too hard at him he'd probably scream. So he is more likely to be fearful of things that Brenna would just tackle - literally - like crazy druggies.
tl;dr version take your character's backstory into account. You'd never see Arabella Knapp (my botanist) robust a mofo with a toolbox. But my character Delphine Nakahara would put a bullet in an attacker like it was nothing. Backstory MATTERS!

Alright.
I think the main concern is just the limitations of the game, honestly. For example, I can probably 'rp' the entire actions of readying a weapon and then firing by the time some people can get out anything more then a few words, or decide to bumrush me.
for people who aren't lingual firstly in english, or might just not have deft hands, speed becomes an actual, odd issue.
As well, people don't want to die, because the antag is usually halting THEIR RP. I've attempted multiple times to do some serious moment, to be greeted by gunfire/swords/bloodmagic/fireballs/faithless that suddenly eat my entire experience, and it makes me want to robust the issue so I can return to it. Of course, I don't, but that may be one of the issues. Maybe.

It's made of the entire game engine and you not wanting to die. There's a point where you can't just keep yelling about RP, because getting ganked by a antag and dragged away from the RP you wanted to do, or just getting eaten by a ling, is annoying as hell. Besides, combat is avoided when people KNOW the round, anyway. During cult/rev, you'll see a lot of people hiding in their offices. Not on purpose, but more of a subconscious thing, to avoid being ganked by some bugger with a stun tag. Either that, or they group up with people they believe are trustworthy. And that therein lies the concern of combat. It's to be avoided if able. It's butts.

No, Farcry, we are always playing to win.
But the victory condition of 'win' isn't just the stupid THE POTRAITERS HAVE WON line.
It's having roleplay end properly. or dying dramatically. or surviving. or being a hero.
You can win by losing, you know.
the issue, is that in order to 'roleplay' an antagonist, an antagonist is aiming to 'win' by the objectives given to him. All of the antagonists are doing this for a REASON, and you have to abandon that reason if you want a different 'win'. And thats a problem, because it then breaks the reason of them being an antag in the first place.
Excluding obviously the less-inclined antagonists.
