Personally, I'm rather sick of Heads of Personnel who are glorified ID fairies glued to the swivel chair in their office. I'd like to make a list of things the HoP can do (within their job description), as well as events they can hold for the crew to help make long extended rounds interesting and promote RP.
Here's a few I've come up with already:
Adopt-an-Assistant: Give one unlucky crew member the responsibility of teaching an assistant and training them in his or her craft.
Crew Mixer: Have crew gather together at the Bar and get to know each other better.
Tournament: Hold a Thunderdome/Lasertag/Boxing tournament with a cash prize to the winner
Radio Talk Show: Designate an unused frequency on the station intercoms as your station, and broadcast information, talks with crew members, or whatever
CuddleTime with Ian: Bring Ian out into a public area for a few minutes so that crew can interact with them.
Renovation Committee: create a committee for organizing renovation/building projects for the station.
Reservations: Allow crew members to request public areas for special events.

You're also, essentially, the manager of the diner (the bar and the kitchen). So you're free to act like it. I like this initiative, and it seems like a good way to encourage players into the position.

A HoP who stays in their office the entire shift (willingly and not due to being too busy with people) would usually be a bad HoP. I personally think that HoP's should visit their departments (mainly cargo) from time to time and check if they're running smoothly/efficiently.
They should also visit other departments from time to time and check if the crew working there are satisfied with their job. Maybe do some reviews or create meetings with crew members from time to time, to then later post information to the captain/heads about how they're departments are doing, because heads obviously don't have enough time to check on their crew.(As long as they don't order them about, HoP's should be like an IAA but much nicer and less...agent like. (No this does not mean they can dwindle in security affairs or whatever bad IAA agents do) A well checked and organized crew is a healthy crew)
Oh, they should do paperwork, lots and lots of paperwork. Personally I think players should really only join as a HoP if they're willing to do paperwork, running around like a headless chicken, dealing with very bad people who happen to be called Dean Sinclair and other jibbings that tend to happen in the hallway. HoP shouldn't really be played because "you have all access super ID computer that let's you secretly have captain access". An Engineer who knows their stuff can easily do that.
But yeah....Ian and paperwork!

Idea: Cage Fights.
Because the crewmen are all actually vicious chimpanzees who enjoy violence and brutality. Give them a healthy way to vent their eternal rage! A 3X3 arena ringed with metal girders, probably in the bar, should do the trick. Trust me, it's good clean fun.
