Accused Player's Username/Character: Keinto/Roy Wyatt

What did the accused player do?:
This should hopefully be brief and easy to understand.
Roy Wyatt is a 23 year old Chief Engineer, with no skills in engineering. After another member of staff contacted Keinto regarding this issue, I was made aware that he had already been told to fix his skills previously, and has failed to do so, despite choosing to play CE again. Given that head roles are expected to put a semblance of thought into their characters before joining the game, I find Keinto's lack of care in actually addressing this issue when it was brought to him quite troublesome.
Additionally, soon after being warned a second time about his skills and age, an issue directly related to being in a head role (which Keinto said he would fix as soon as possible), Roy Wyatt went and engaged in ERP in the kitchen's cold storage with the round's chef (whose name escapes me at the moment). While head ERP isn't something disallowed on the server, the fact that an Emergency Response Team had just been called, and CE Wyatt was the only head onboard bar for the captain, I think it wouldn't be outlandish to call out Keinto on what was rather horrible OOC judgement for a head position.

I think it is rather obvious that Keinto has failed to meet the objectives he said he would take on when he was granted head privileges, and unless he can find a way to properly defend himself on these actions, I would like to question whether or not he is currently fit to be a part of the head whitelist.
Evidence: I actually didn't think to take screenshots or copy character records before leaving that round (I had to go and came back just a few minutes ago to post this), but there were several other staff members on, and they can all corroborate the facts posted here. I can provide logs of the conversation between the staff and Keinto regarding his character's age and skills issue, if needed.

What do you think the OOC purpose of a Head of Staff is, ingame?:
To be aware of the many types of players that you will have to deal with, adapt accordingly, and be a frequent source of information to new players. This is the opposite of what I sometimes see ingame, where a head spends most of, if not the entire shift isolated with or without someone and responding only to emergencies (when they do)

What do you think the OOC responsibilities of a Whitelisted player are to other players?:
To be an example to all other players, both Non-Whitelisted and fellow Whitelisted, and to remind them that the privilege to be one requires good RP
