I want to start this off by saying that the custom loadouts are badass. They could also be used a lot better, though.
For example, the things that really should be added to the loadout menus are implants. Maybe not death alarms, but other things like tracking implants if your character supposedly has a criminal record, or a loyalty implant seem like good ideas.
If you want to have a loyalty implanted character at the start of the round, you have two options. You can join as an Internal Affairs Agent, which isn't a good idea at all if your character isn't an actual internal affairs agent, or you can pretend like you do have one, and probably get yelled at by some incompetent warden because you don't actually have one in-game, just ICly. This would cause you to have to awkwardly find a way for them to implant you, making up an in-game excuse like, "Oh, it's outdated." Or whatnot. Having to get one at the start of every round, and maybe even sometimes getting denied is annoying. So they should just add those two, or maybe some other types of implants to the custom loadout screen. Or maybe, just maybe, even have your own implant creator/customizer that you can use to make implants that your character will be automatically equipped with at the start of the round.
If you could just join the round implanted, it would be awesome. And it doesn't buff your character in any unfair ways, (like letting you start with a weapon) either, since the loyalty implants are all RP, and both them and tracking implants are practically a hindrance on your character (Much like the amputated limb choice we already give players) by forcing them to think in a submissive way towards their benefactors.
So yeah, if you wanted to have an implanted character that's not in Internal Affairs every shift easily and without having to have you ask for one ICly or anything, this is a cool way to go, I think.
