Currently; it takes all of five seconds to explode a welderbomb. Players are capable of ruining an entire round very quickly with this method. Therefore, I'm suggesting that we add a slight mechanic change.
I'd like to see detonating a welder tank involve a process similar to welding a wall. Meaning that when someone begins burning it with a welder, a message is displayed akin to: "[insert name here] begins to melt through the tank's fuel lines with the welder." taking around thirty seconds from beginning to end until it actually explodes.
Not only would this give people who accidentally click on a tank to fill their welder time to move away and cancel the process; it'd also stop players from simply being able to ruin a round. An admin log message for when someone begins to cut through the tank would be nice too, so that the staff have time to jump over there and stop them.

It seems like a nice, workable concept. However I feel 30 seconds is too long. I'd vouch for 10-15 seconds.

30 seconds is too long, and I don't think 10 seconds would give admins enough time to respond. Welderbombs, in general, are not too much of an issue, as damage from them can easily be repaired with admin commands, and they're a fairly easy way to weed out and permaban griefers (as opposed to those who make actual plasma bombs and destroy half the station). Additionally, if they try to run into a group of people to welderbomb, they can easily be stopped by the crowd (which will hopefully send an ahelp, if no mods notice).

Which, in a crowd, people will all try to at once, and then be incompetent, as its impossible to do shit in a crowd...
I approve a minor delay. Like, five seconds of DICKBAG MC JACKSON IS TRYING TO CUT THROUGH THE WELDING TANK or whatever.

I like the idea, 5-10 seconds would be ideal. Like who the heck would want to explode it on purpose....
Also this would allow an implementation of admin logs, just enough time to insta-wind a player and ask around.

This is a cool idea. The last server I was on had the idea of removing any of the damage other than the damage it did to the player, instantly gibbing anyone who is right next to it. They did this, because most people who see someone running into a room carrying the welder tank and lit welder run away, so the only damage done is to the guy who lit it. Made it kind of fun to watch...

I was toying around with this last night. It can be setup for a delay of a few seconds, with an early warning system, and might be able to make it so people with +MOD are able to click on a fueltank as a ghost and defuse it before it goes off, giving you enough time to deal with the player in quesion.

What needs to be considered is, welder bombing is NOT a primary tool for grieffing. The exact same actions can be carried out within a reasonable role play setting. A primary grief action would be that which intent is solely created for grief. A delaying mechanism and a log notification are both excellent ideas. However on the case of delay, it must be considered for both sides of the tally. Long enough to cease chance of grief, short enough to make realistic sense and allow fast paced role play. I'm going to presume the tank is crafted from an alloy metal or steel, with maximum thickness not exceeding 2 inches (5cm~). Both material and thickness proving little challenge to penetrate with the pressure output from a welder. The most realistic timing for the matter at hand would be between 5-10 seconds.
It should also be noted, there are multiple forms of welder fuel tank grief. An igniter assembly can initiate an explosion, along with opening of the valve to release fuel. Thus waiting for an impending ignition source to route back to the tank and explode.

This fix will only deal with people who use welders on the tanks. An admin message with a JMP link, gets sent when you first hit the tank. From what you have all been saying, it seems that 10 seconds is the preferred time? Admins already get a message when an igniter gets place on a tank, opening the valve is silent but could also have a message sent to admins to give some warning if wanted.
The only methods I can think of at the moment that can't be warned about is, shooting a weapon at the tank as it happens too quick, but since I've been playing here, that has only happened once, and that was because there were no admins on at the time to catch them before they got the guns.

As long as the culprit of the grief is quickly accessible to reach due to logs, then it should be fine.
