I still stand by the idea we shouldn't have headsets at all.
Its not lazy that they dont have it, its not needed. A HoP wants to go see how there doing, go walk over. Chef wants something, go walk over its most likely only 35 tiles away. The only thing that giving these three a headset will achieve is the fact that they wont have to leave there little areas anymore. None of these three need to be talking to one another to work, they will do just as well.
How about instead of a headset, we change up that entire section to make it look more like a restaurant. Chef and botanist in the back, bartender up front taking orders, drinks and stuff. This way the three will be close that its easy to give items and have RP, while also giving some more character to the area?

Personally, I don't see why the departments should be so physically separated. I agree with Sub's idea of having them closer together in some sort of fashion. Whilst I still strongly disagree against the addition of a new frequency, I do think that more interaction between the three areas would be beneficial to a degree. After all they all have something in common. Consumables & Services. They all essentially service the crew to maintain them in regards to food, drink and leisure.
The janitor... Can stay loner for ever whilst they scrub those toilets clean.
