Nations, it has negatives and positives. People love and hate it, I have heard bad and more bad about it. What I have is a list of ideas and rules that could go for nations, starting with ideas.
Central command message is sent to the station, something involving why the crew is separated. This should be done after engineering is set up, after research and development is completed for the crew to all have a fair advantage together. After the announcement, the crew begins to form their social structures. Limitations? Nothing short of cold blooded murder..Yet.
Command staff's rank means nothing, the bridge is the base of operations, the AI can have a traitor law and objective "Obey the nation who is in control of the command sector". This would prevent subversion, misuse and such. The reason for occupying the bridge would make conflict occur easier, obviously security would control it first, however the other nations will eventually manage to overthrow it.
rejuvenation stations. Just a simple cloning chamber without the monitor. Admin operated to restore any person from death back to life, this would allow people to continue the round without being killed in a crossfire, and have to suffer from being a clone, or clone damage. It would encourage violence without the butthurt of other people.
As all events are different from they need rules to function, some rules that should exist would be;
Any major conflicts that have the possibility to spark into warfare are required to be reported to an admin by the leader of the groups, this way no admins will be surprised by a lot of combat logs, and will be less annoyed.
No spacing/intentionally dismembering bodies, that would make rejuvenation pointless, and cut them from the round entire. This can also allow you to capture people; but remember, murder is generally bad.
Bombs should be allowed, however some places should not be allowed to be bombed, these areas include; primary hallways, the bridge, the singularity.
Skills, this WILL cause a lot of chaos, but I believe in order for nations to function fairly, all crew are instantly granted amateur at all skills, their skills above amateur remain the same. An expert at medical will be qualified for anything in medical, while an amateur would be able to do first aid, electrical engineering can set up wires, and basic construction includes walls. This would allow the departments to be somewhat independent in the case engineering has it out for everyone.
Roleplay. This is still a part of the game and should not be cut out by any means, Interdepartmental interactions are encouraged and are not limited to violence. These people were your co-workers at one point. The generic nations are not required to exist, atmosia, cargonia, lesbaytopia are not the only limits, there could be starboardia, lockerville, foodservicetropolis. Just ideas.
