Sanctum
Sanctum is a small, very cold, and very insignificant place in relation to its larger neighbours, however, it is the main hub for the Slave Trade within the system. Sanctum contains cloning vats which are used to clone degraded Humans, and train them to do different tasks. They are then exported for imports of researchers, money, technology, and support in areas of Security. They also export large amounts of food and water, having a large supply of both (Underground gardens, and “Producing” water, As well as using their own imported supply.))
A fairly peaceful place; anyone can make what they want of it as long as they’re not going to get in trouble with the presiding government. Most Notably the Stilt Walkers, The Stilt suits themselves produced by Axsis and exported, These powered suits, Even if they happen to be quite weak are cheap to make and even easier to use, As well as the weaponry it packs being relatively high quality. Lawbreaking is not taken lightly. Most crimes are punished by death. Drugs and other contraband are usually traded for more useful items.
Sanctum is governed by a loose council of wealthy landowners. The council is an informal arrangement, as each landowner enforces their own laws and restrictions on their own territory. The council convenes to discuss trade terms and tariffs, as well as major events in the Uborous System. The council members have created a flexible set of laws; which roughly two thirds of them use; to guarantee the safety of themselves, and their financial assets. Feuds between council members are common, as are assassinations and industrial sabotage. Many of the council members are rivals in the business of human trafficking, meaning that tensions are constantly high. The unofficial leader of the council is Cervos Mar, a secretive, unhealthy man, who specialises in research, he also owns a large proportion of the food production and water purification facilities, giving him significant sway, even outside his own territory.
As of yet, Nanotrasen agents have yet to penetrate Mar’s network, as such we have little information on his objectives and research. Further resources allocation is required.
The planetary security force is also split between the factions, much like gangs on a more heavily populated industrial world. Each of the individual factions has varying levels of weapons tech, ranging from basic energy and laser weaponry, to primitive armour suits, colloquially know as Stilt Walkers. The security force is used to suppress uprisings in the degraded population, as well as defend the faction’s assets from sabotage and theft.
Trade with the other planetary governments of Uborous, as well as with larger corporations, is standardised through the council, a steady economy and trading atmosphere is more profitable for the landowners. The balance of power is such that no council member could take over the territory of another without leaving themselves badly weakened, easy prey for another. This balance ensures relative stability on Sanctum, though degraded deaths number in the thousands each day.
UPDATE
Cervos Mar is to be considered hostile to company interests after several Nanotrasen agents that dropped from communication have been found dead, with their genetic code extracted and utilised in the degraded cloning pods.
